Agentic Planning
AI is advancing so rapidly that even experts struggle to keep pace. Politics runs on electoral cycles, legislation requires time, and public administration finds it particularly hard to match this speed. Yet agentic AI will not disappear: society must shape this transformation for the common good. Initial papers have appeared, most notably "The Agentic State" from the Global Government Technology Centre Berlin and the World Economic Forum (WEF), showing how profoundly agentic AI reshapes governmental processes. The present paper applies this vision to a concrete use case: the accelerated planning and approval of European infrastructure projects. Such infrastructure is of existential importance for the single market and the EU's geopolitical standing, yet its realisation takes remarkably long by international comparison. A key factor is the largely analogue character of approval procedures. Whether and how agentic AI can accelerate this process is the question this paper investigates.
