Trans-European Networks in energy, transport, and telecommunications require investments exceeding 1.2 trillion euros by 2030. The capital might be available, the political will has been declared, and the technology is mature. Yet expansion stalls because of procedures, not funding. Major power transmission projects in Germany take eight to twelve years from the determination of need to commissioning. Across Europe, permitting timelines range from two to nine years or more.

The causes are structural: heterogeneous national regimes, insufficient digitalisation, fragmented data management, and growing documentation burdens.

Two decades of digitalisation have not delivered what was promised. Accelerating planning and permitting procedures now requires a fundamentally new approach.

The Agentic State describes a transformation of public administration through semi-autonomous AI systems. Unlike conventional digitalisation, which merely automates existing processes, agentic AI actively pursues outcomes, adapts through feedback, and coordinates tasks across organisational boundaries.

Governments are already moving. Estonia is building an ecosystem of interoperable AI agents with the goal of processing administrative services within one minute. Ukraine has deployed agentic AI within its reconstruction platform, where systems proactively identify bottlenecks and perform consistency checks on complex planning documents. The question is no longer whether agentic AI will transform government, but which governments will be ready.

Agentic Planning applies the Agentic State concept to infrastructure permitting. Three complementary agent types form its core: orchestration agents coordinate procedural steps across authorities, standardisation agents translate between national data formats, and deliberation agents structure arguments for balancing competing interests without making decisions themselves.

Two innovations set this apart. First, it inverts the logic of standardisation: rather than requiring uniform data formats before use, agentic systems ingest heterogeneous data and produce standards-compliant outputs during operation. Second, because agentic systems understand natural language, regulations and procedural guidelines no longer need translation into data schemas. A handbook that a case officer reads can equally be read by an AI agent.

Most importantly, Agentic Planning does not pit acceleration against democratic participation. It enables both: shorter procedures and stronger public involvement at the same time.
